The government’s lack of clarity on recycling rules puts councils at risk
A report from Newcastle University says “councils lack the data to estimate how much commercial waste they may be responsible for. It also calls on the Government to urgently consider waste treatment infrastructure after several councils warned they did not have enough anaerobic digesters in their areas”. It has been shown that the government has not provided clear guidance on what the simpler recycling rules are, nor outlined specific instructions for councils regarding their responsibilities under the new regulations. This lack of clarity could leave councils struggling to fulfil their obligations effectively.
Challenges in implementing food waste recycling
The new rules are part of the Government’s Waste and Resource Strategy for England, announced in 2018, which aims to eliminate food and biodegradable waste from landfills by 2028 to reduce greenhouse gas emissions and reliance on landfills. The strategy prefers food waste to be be treated using anaerobic digesters which can produce energy and fertilisers.
Local authorities are still facing challenges with implementing Simpler Recycling for food waste. Food waste must be collected and treated separately to ensure it goes through Anaerobic Digesters (AD) and is not sent to landfill.
